Textile units told to file returns on TSRS

Surat: Textile commissioner Vrunda Desai has urged textile industry stakeholders to file Textile Statistical Returns System (TSRS) returns, warning that non-compliance could attract penalties. She said the unique ID generated through the TSRS portal would also help industry units access benefits under various govt schemes.Launched on Aug 22, the TSRS portal has registered 7,166 units so far. Desai was in Surat on Friday during the visit of Union textiles minister Giriraj Singh.Highlighting Gujarat’s expanding textile value chain, Desai said sustained technology upgradation had strengthened the state’s competitiveness. Gujarat accounts for around 40% of the uptake under the Amended Technology Upgradation Fund Scheme (ATUFS), she said, adding that every rupee disbursed as subsidy had attracted Rs 19 in industry investment. The scheme has supported cumulative investments of around Rs 53,000 crore in the textile sector, she added.Desai stressed that the benefits of fresh capital expenditure should extend across the entire textile value chain, from fibre and yarn to processing and garmenting. She also highlighted the proposed PM MITRA (Mega Integrated Textile Region and Apparel) Park, with an investment outlay of Rs 1,000 crore, as a key infrastructure initiative to support the sector’s next phase of growth.Emphasising the importance of accurate and timely data for future planning, Desai said TSRS had been made mandatory and developed in consultation with industry stakeholders. The reporting formats incorporate suggestions received from the industry, she said. Units can submit their returns through both the online portal and a mobile application. The system covers 11 textile segments, allowing industry participants to register under the relevant category.Desai further clarified that Annual Statistical Returns and Monthly Statistical Returns are mandatory for entities with a Goods and Services Tax Identification Number (GSTIN). In the second phase, the requirement will be extended to units without a GSTIN. Subsequently, GST and TSRS records will be mapped to enable relevant details to be retrieved from GST records.
